CONFIRMATION OF DISTRICT CENTRE CPO

On 1 March 2007 the Secretary of State for Communities and Local Government confirmed (with an agreed modification) the extensive City of Manchester (Cheetham District Centre) CPO 2006, the third in a series of regeneration CPOs (under s.226 of the TCPA 1990, as amended) in the inner area surrounding the city centre of Manchester where Charles George QC has represented the acquiring authority, Manchester City Council.
The principal outstanding objection was from Holt's brewery, seeking to exclude a public house, found by the Inspector to be "a popular amenity that is a positive asset to the community". The Secretary of State shared the Inspector's view that any alternative scheme omitting the Holt premises would involve delay and would not be viable, and thus exclusion would jeopardise the whole regeneration scheme.
